The Montana HRDC Directors' Association represents a network of ten agencies statewide working to help individuals and families out of poverty. Known mostly in Montana as Human Resource Development Councils (HRDCs), they are part of a nationwide network of over 1000 agencies first created in 1964 and known as "Community Action Agencies." Montana's HRDCs operate a wide variety of different programs such as home energy assistance and weatherization, emergency food and shelter, workforce -training, affordable housing, child care and child feeding, Head Start and a variety of other family self-sufficiency programs.
